Shao Xinyu is a member of the Communist Party of China (CPC) and a member of the Chinese Academy of Engineering (CAE). He holds a PhD degree in engineering and an academic title of Professor. 

Shao started college with a major in mechanical engineering in September 1986 at the Huazhong Institute of Technology, which was renamed the Huazhong University of Science and Technology (HUST) in 1988. After obtaining a bachelor’s degree in June 1990, he continued to pursue master’s and PhD studies in mechanical manufacturing and automation at HUST from September 1990, and earned a PhD degree in October 1998. (He studied as a visiting PhD candidate in the University of Michigan from January 1995 to August 1998.) He became a Lecturer, Associate Professor and Professor with the School of Mechanical Science and Engineering of HUST in October 1998, December 1998 and December 2000, respectively. He began to serve as a PhD supervisor in June 2002. In October 1998, he assumed the position of Director of Manufacturing Automation Institute, School of Mechanical Science and Engineering, HUST. He was appointed Deputy Dean of the School of Mechanical Science and Engineering of HUST in September 2001, and promoted to Dean in September 2002. He was appointed Vice President of HUST in July 2008, Executive Vice President in July 2013, and Chair of the University Committee in December 2017. He was elected a member of CAE in November 2019. He became a member of the CPC Leading Group at MOST in August 2021, and Vice Minister of MOST in September 2021.
