In order to supervise the management of special funds and promote international science and technology cooperation, the Ministry of Finance and MOST jointly promulgated the Management Method of Special Funds for International Science and Technology Cooperation and Exchange accordingto Circular of the State Council on Reinforcing the Management of Central Financial and Technological Funds Jointly Issued by the Ministry of Finance and MOST.
