On June 26, MOST and Tianjin held the 2nd consultation conference for scientific and technological work and signed the agreement on the joint establishment of the State Biopharm Int’l Innovation Park.
ZHANG Lichang, member of the Political Bureau of the CPC and Secretary of Tianjin Party Committee met with relevant leaders from MOST, Chinese Academy of Sciences, Chinese Academy of Military Medical Sciences and Chinese Academy of Medical Sciences. XU Guanhua, Minister of Science and Technology and DAI Xianglong, Mayor of Tianjin, attended the conference and signed the agreement.
At the conference, XU Guanhua highly appraised the work carried out during the one-year cooperation between MOST and Tianjin and allocated the next-step key tasks. He indicates that MOST shall regard the advance of science and technology in the construction of Binhai New Area as one of its key tasks and shall make efforts to: 1. develop a technology innovation system that combines production, learning and research with enterprises playing the principal part; 2. carry out the series of policies of the CPC Central Committee and the State Council regarding scientific and technological work; 3. establish a favorable environment that stimulates innovation, encourages exploration and tolerates failure.
DAI Xianglong said Binhai New Area, as a national experimental area for comprehensive reform, will solve problems in the system & mechanism by coupling learning and research with production and combining science & technology with economy and study the issue of accelerating innovation through system & mechanism innovation so as to turn itself into a national experimental area that boosts technology innovation through system & mechanism innovation and a model area of innovative development.
This consultation conference between MOST and Tianjin arrived at an agreement on the joint establishment of the State Biopharm Int’l Innovation Park as well as the forms of cooperation. The park will be constructed by MOST and Tianjin jointly with Chinese Academy of Sciences, Chinese Academy of Military Medical Sciences and Chinese Academy of Medical Sciences. The objective is to construct in Binhai New Area an internationally first-rate biopharm industry park through introduction, digestion, absorption and re-innovation, which will integrate R&D, enterprise incubation, production and trade into one. In ten years, the park shall be developed into China's biggest biopharm innovation and industry base well known all over the world so that it will bring along and facilitate the development of the biopharm industry of the region and even the whole country and advance China's internationalization process towards a great power of biotech/pharm industry.
The signing ceremony for the joint establishment of the State Biopharm Int’l Innovation Park followed the consultation conference. Relevant leaders of MOST and Tianjin attended the conference and signing ceremony.
