On the afternoon of October 23rd, the Ministry of Science and Technology (MOST) convened a Plenary Session for Party Members’ and Carders, conveyed the spirit of the 17th NCCPC, and made plans for learning and implementing the spirit of the 17th NCCPC. Li Xueyong, Secretary of the Party Leadership Group in MOST, stressed that it is a top political priority to learn and implement the spirit of the 17th NCCPC in days to come. All the party members and carders in MOST should carefully study and get a full understanding of the spirit, and unify their ideas and actions on the basis of the spirit.
In the morning of October 23rd, MOST convened a Party Leadership Group Session, conveyed the spirit of the 17th NCCPC in the session, and made plans and arrangements for learning and implementing the spirit of the 17th NCCPC. Members of the Party Leadership Group have reached an agreement that the 17th NCCPC is an important conference convened at the key stage of China’s Reform and Opening-up drive. Realist and practical, the congress held high the socialist flag, inherited the past and looked into the future, making a united, victorious and inspiring conference. The 16th Central Committee’ Report made in the congress depicted a grand blueprint where efforts are made to build a well-off society in an all round way and accelerate the socialist modernization in the new era. It is the integrated wisdom of people of all ethnic groups and all the party members in China, and the political declaration and action plan for CPC leading and solidifying people of all ethnic groups in China on a steady path to socialism with Chinese characteristics and developing socialism with Chinese characteristics at a new historical starting point. The MOST Party Leadership Group will steadily uphold and firmly believe that our Party, under the leadership of the Party Central Committee with Hu Jintao as the General Secretary, will solidify and lead people of all ethnic groups and achieve an even greater victory in moving ahead with the great cause of socialism with Chinese characteristics.
In the Plenary Session for Party Members’ and Carders, Secretary Li Xueyong and Vice Minister Shang Yong introduced the 17th NCCPC, the 17th NCCPC Report, the Work Report of Central Commission for Discipline Inspection, the revision of the party’s Constitution, and other information. In the meantime, Li Xueyong, on behalf of the MOST Party Leadership Group came up with requirements on learning and implementing the spirit of the 17th NCCPC for MOST.
Li Xueyong pointed out that “Five Unifies” need to be achieved in both the idea and action in order to learn and implement the spirit of the 17th NCCPC:
Unify the idea and action on the basis of the great flag of socialism with Chinese characteristics; Unify the idea and action on the basis of the Scientific Development Conception;
Unify the idea and action on the basis of building a well-off society;
Unify the idea and action on the basis of innovation and building an innovative nation;
Unify the idea and action on the basis of the reform in party development and carder development.
He emphasized that the 17th NCCPC regarded “innovation ability, contribution of science and technology advancement to the economic growth, and an innovative nation” as new requirements for the goal of a well-off society, and gave prominence to “Improve the self-reliant innovation ability and build an innovation nation” on the drive to promote a national economy with both sound and fast development. This was stressed as the core of the national development strategy and the key to improving the comprehensive national strength. The 17th NCCPC made even higher requirement for science and technology, assigning more missions and responsibilities in this area. We should make the most of the strategic opportunity, improve the self-reliant ability in science and technology, in order to make real contribution to achieving a national economy with both sound and fast development and improving people’s livelihood.
He also required that all the party members and carders in MOST should learn and implement the spirit of the 17th NCCPC. In work deployment for the learning and implementation, he emphasized “Five Real Efforts”:
First is to make real efforts to have the learning and implementation of the spirit of the 17th NCCPC as the top political priority in days to come. Efforts should be made to have careful organization and sound arrangement in order to prompt a wave of learning and implementing the spirit of the 17th NCCPC in MOST. Every party member and carder in MOST should involve themselves actively in learning and implementing the spirit of the 17th NCCPC with a strong sense of political responsibility, great political passion and practical style.
Second is to make real efforts to get a full and deep understanding of the rich connotation and the spirit essence. The 17th NCCPC Report is the concentrated manifestation of the theoretical innovation results of CPC, and a guideline document for applying Marxism to China. The report comes up with a series of new ideas, claims and observations. We should learn it in a comprehensive, deep and down-to-earth way. We should also try to understand it carefully, and grasp its essence and apply it in real situations.
Third is to make real efforts to guide ourselves with the spirit of 17th NCCPC while continuing to supervise the research and investigation of major featured projects. After General Secretary Hu Jintao made an important speech in Central Party School on June 25th, the Party Leadership Group of MOST decided to carry out research and investigation of major featured projects in order to prepare for and lay a foundation for learning and implementing the spirit of the 17th NCCPC. At present, we should, centering on learning and implementing the spirit of the 17th NCCPC, have a scientific analysis of the new situation, new opportunities and new challenges of the science and technology development of China, have an accurate understanding of the new tasks and requirements of science and technology work and come up with the plan and measures for implementing the spirit of the 17th NCCPC in science and technology work.
Fourth is to make real efforts to guide ourselves with the spirit of 17th NCCPC while moving ahead with various science and technology work. Efforts should be made to carefully implement the Outline of National Medium and Long-term S&T Development Plan, promote the launch and implementation of major featured projects, and work hard to make breakthroughs in the key technologies constraining the social and economic development; create innovative mechanisms and regimes, and promote the materialization and industrialization of science and technology research results; deepen our commitment to the science and technology management reform, and accelerate the construction of a national innovation system; give more support to the basic research, frontier research, technology research for social service, improve science and technology innovation bases and platforms, and improve the continuous innovation in science and technology; complete and implement the supporting policies of the Outline and detailed regulations for implementation, and further build a positive environment encouraging innovation; work hard to cultivate innovative human resources.
Fifth is to make real efforts to guide ourselves with the spirit of 17th NCCPC while enhancing the development of the party branch and carders in MOST. We should attach great importance to learning and implementing the spirit of the 17th NCCPC, take the initiative in following the Party’s Constitution by making real efforts to learn it, follow it, implement it and safeguard it. We should also do well in the party’s ideological, organizational and integrity improvement and focus on the anti-corruption, and move ahead with the development of the party, party members and carders.
