An inter-ministerial coordination panel on building Zhongguancun S&T Park into a national innovation demonstration zone was established, given the approval of the General Office of the State Council in July of 2009. The Panel consists of 21 ministries including MOST and held its first meeting in Beijing on July 23 of 2009. As head of the Panel, CPPCC Vice Chairman and Science Minister WAN Gang chaired and addressed the meeting.

WAN stressed that to build the demonstration zone, all ministries concerned should enhance policy studies, provide more guidance and support, adopt flexible and effective measures, and develop pragmatic and efficient working mechanisms. The Beijing Municipal Government should put the demonstration zone initiative higher on its agenda, increase input, introduce and implement corresponding policies and measures. The Zhongguancun S&T Park, where the demonstration zone would be built, should seize the opportunities and rely on various supporting measures so as to improve its own innovativeness and fulfill its flagship role.
