Recently, MOST Party Chief and Vice Minister LI Xueyong attended the 10th Pioneering Week for Returned Overseas Chinese Students in Dalian, Liaoning Province. He also visited Dalian S&T Innovation Park, Pioneering Base for College Students, and some of the enterprises initiated by college students.

LI pointed out that to enhance incubators to strategic level is crucial not only to the restructuring and further development, but also to the growth of new strategic industries. Accordingly, relevant policies must be formulated to ensure a good environment for the national S&T innovation system.
