On 14 August 2007, “Joint Conference on S&T Engineering for Informatization of Manufacturing Industry in 7 Mid-southern Provinces” was held in the city of Wuhan. It was organized by the S&T Department of Hubei Province, whose leaders and experts as well as their counterparts from the provinces of Henan, Hunan, Guangdong, Guangxi Zhuang Autonomous Region, Jiangxi and Hainan participated in the conference.

This Declaration covers contents such as, set up a joint conference mechanism for S&T engineering for informatizing the manufacturing industry in the Mid-southern region; jointly organize and fulfil the demonstration topic; establish a mechanism of joint implementation of the project; joint statistical work, publicity and training.
