Based on the Action Plan for 2008 Olympics, MOST launched the S&T Special Action for Green Olympics and included it into the National Key Technologies R&D Program. The initiation of the Special Action would tackle outstanding issues at the final stage of preparation for the Beijing Olympics. It would meet S&T demands, underpin Green Olympics, energy conservation and emissions reduction, and improve the urban transportation and information service.

Under the Special Action, 17 projects were selected to go through management procedures of the National Enabling Program., i.e. feasibility study, budget evaluation, and so on.
