In order to carry out the instructions of the Central Party Committee and the State Council on developing and stabilizing Xinjiang, to promote balanced regional development and to strengthen S&T support for Xinjiang, MOST decided to carry out “National S&T Campaign to Support Xinjiang.” 

In order to meet the major demands of economic development and building of a harmonious society in Xinjiang, according to the principle of “cooperation and mutual benefit”, the campaign is aimed to expand S&T cooperation based on the mechanism developed between Xinjiang and 10 eastern provinces and municipalities, and to create a new mechanism for ethnic minority regions.
