On February 20 of 2008, Vice Minister SHANG Yong met with Assistant Secretary Daniel S. Sullivan of the U.S. Department of State at MOST. They exchanged views on how to implement the Principles and Outcomes document under the topic of Innovation in the 2nd China-US Strategic Economic Dialogue (SED) and the outcome document of the Sino-US Conference on Innovation. Participants included those who came from the National Development and Reform Commission (NDRC), the Chinese Ministry of Finance, the Chinese Ministry of Commerce, the U.S. Department of Commerce, the Office of the U.S. Trade Representatives and the U.S. Embassy in China.

The two sides reached a consensus on co-hosting roundtable meetings on innovation in specific industries, and a seminar on start-ups and growth. Common grounds were identified in the cooperation on the measure of innovation and on energy and the environment.
