MOST and the Ministry of Railway jointly signed Cooperation Agreement on Joint Action Plan for Indigenous Innovation of China’s High Speed Train on Feb. 26th, 2008. State Councilor CHEN Zhili attended the meeting. WAN Gang, Minster of MOST and LIU Zhijun, Minister of MOR also attended and addressed the meeting. The signing ceremony was presided by CAO Jianlin, Vice-Minister for science and technology.

To implement scientific outlook on development, strategic decisions on establishing an innovation-oriented country and the National Guideline on Medium- and Long-Term Program for Science and Technology Development (2006-2020), MOST and MOR agreed to indigenously innovate the core technology system of high-speed railway, to support the full implementation of The Mid-and Long Term Planning for China's Railroad Networks and to meet the major strategic needs of railroad development. The two ministries have compiled the Cooperation Agreement on Joint Action Planfor Indigenous Innovation of China’s High Speed Train.
