On December 4th-5th of 2008, Vice Minister CAO Jianlin of Science and Technology attended SED V at Diaoyutai State Guesthouse in Beijing, as member of the mission led by Vice Premier WANG Qishan. US Treasury Secretary Henry Paulson attended the dialogue.

On Panel Ⅲ “Strengthening Cooperation in Energy and Environment”, Vice Minister CAO delivered a speech on encouraging S&T cooperation in energy and environment between China and the US, and a speech on strengthening cooperation in innovation & jointly responding to trading challenge on Panel Ⅳ “Responding to Trade Challenge”.
