On January 8th of 2009, MOST coordinated five other agencies, i.e. the Ministry of Education, the Chinese Academy of Sciences, the Chinese Academy of Engineering, the National Natural Science Foundation, and the China Association for Science and Technology to attend the first consultation meeting in Beijing with a view to strengthening joint efforts in macro-control and allocation of S&T resources.

Discussions evolved around the establishment of consultation mechanism among the six governmental agencies, encouraging technological innovation in enterprises with S&T talents, and the S&T development plan during 2011-2015.
