On June 5th of 2009, the “Inaugural Ceremony of National Special S&T Staff Work Meeting & Rural S&T Business Initiation, jointly sponsored by 8 government departments including MOST, Ministry of Human Resources and Social Security, Ministry of Agriculture, China Banking Regulatory Commission, was held in Beijing. The meeting issued a document on promoting business initiation by special S&T staff in rural areas.

WAN Gang, Minister of Science and Technology, emphasized the following aspects to steadily promote the Campaign:

1. To promote special S&T staff to start businesses, in an effort to extend the agricultural industrial chain and develop advantageous industries with regional characteristics,;

2.To enhance institutional innovation, and strengthen a diverse and socialized rural S&T service system;

3. To fully mobilize S&T personnel and expand the team of special S&T staff;

4. To build platforms, improve services, and boost the capacity of special S&T staff to start businesses;

5. To boost the policy environment for Special S&T staff to start S&T businesses in rural areas.
