On October 25th, under the witness of Premier Li Keqiang and Mongolian Prime Minister Norovyn Altankhuyag, the Memorandum of Understanding on Cooperation for the Establishment of the 1st National Science Park in Mongolia between the Ministry of Science and Technology of the People’s Republic of China and the Ministry of Education and Science of Mongolia (hereinafter referred to as “the Memorandum”) was signed in Beijing by Mr. Wang Zhigang, Vice Minister of Science and Technology and MS.B.Urgamaltsetseg, Vice Minister of Education and Science of Mongolia. According to the Memorandum, China will share with Mongolia the experience of Science Park construction through establishing the 1st Science Park of Mongolia, assign professional institutions to offer advice on functional orientation, development management and construction planning, guide the cooperation on innovation, incubation and acceleration, organize B2B meetings between exchanges of both sides, and offer training for personnel of operation, construction and management, with a view to deepening S&T innovation and cooperation of the two countries. During the meeting, Premier Li Keqiang and Prime Minister of Mongolia Norovyn Altankhuyag signed the Outline on Medium and Long-term Development of China-Mongolia Strategic Partnership. Under the framework of China-Mongolia Science and Technology Joint Committee, the two counties will continue to push forward bilateral S&T cooperation. China will provide advice and consultancy on the reform of Mongolian S&T system and the building of S&T innovation system, and on the strategic planning and policies of the construction of Mongolia’s 1st Science Park, introducing Chinese high-tech enterprises and S&T service agencies to Mongolia. Based on the major demand of Mongolian economic and social development, the two countries should pour resources and cooperate in building joint laboratories and joint research centers. Mr. Ma Linying, Deputy Director General of the Department of International Cooperation of MOST also attended the signing ceremony.
