On December 5, 2017, the Third Meeting of the China-Ukraine Intergovernmental Commission on Cooperation was held in Kiev, capital of Ukraine. Ma Kai, Vice Premier of the State Council and the Chinese Chair of the China-Ukraine Intergovernmental Commission on Cooperation, met with Kubiv, the First Vice Prime Minister of Ukraine and the Ukrainian Chair of the China-Ukraine Intergovernmental Commission on Cooperation. The two leaders co-chaired the meeting. Vice Minister Li Meng of the Ministry of Science and Technology of China attended the meeting as a representative of the Sub-Committee on Science and Technology Cooperation of the China-Ukraine Intergovernmental Commission on Cooperation and reported the work of the sub-committee to the Commission.
In his speech, Vice Minister Li Meng said that under the strategic direction of the two heads of states and guided by the China-Ukraine Intergovernmental Commission on Cooperation, the two sides have made tangible progress in their pragmatic cooperation in the field of science and technology innovation. The content of cooperation expanded from exchange visits of research personnel to substantive joint R&D by research teams, the theme of cooperation changed from the participation of research personnel alone to the joint participation of researchers, enterprises and technology transfer institutions, and the model of cooperation changed from cooperation in individual projects to institutionalized and long-term building of cooperation platforms. In the future, the two sides will build upon the excellent foundation of their existing cooperation, foster closer exchanges between their research and business circles, and build up exchange platforms and brands together. Both sides will jointly support pragmatic cooperation between their top-notch research institutions and scientists to drive their science and technology progress and socio-economic development. The two sides will work together and give full play to the Ukrainian advantages in science, technology and talent and the Chinese advantages in industry, capital and market, expand bilateral cooperation in research outcome transfer, science park and industrial cluster, and continue to nurture new growth points.
