At the Thematic Forum on Silk Road of Innovation of The Second Belt and Road Forum for International Cooperation held on April 25 in Beijing, we, science, technology and innovation (STI) authorities of the People’s Republic of China and Thailand, Russia, South Africa, Sri Lanka. Reviewing the achievements in the field of STI since the Belt and Road Initiative (BRI) was proposed in 2013 and discussing ways to facilitate cooperation in the spirit of the Action Plan for Belt and Road Cooperation in STI launched on the First Belt and Road Forum for International Cooperation. Fully recognizing the key role of STI in driving economic growth and social progress, promoting exchanges and mutual trust, and strengthening international partnership under the BRI, Aiming to consolidate our pragmatic collaboration in STI, to sustain economic growth and social progress with reliance on innovation and to build a road of innovation, Jointly propose to: 1.Explore sustainable models for STI cooperation among the BRI participating countries. 2.Strengthen STI collaboration and exchanges through bilateral and multilateral inter-governmental cooperation and dialogue mechanisms. 3.Boost STI people-to-people exchange and encourage wide-spread interaction among science and technology communities. 4.Build joint laboratories for high-level scientific study and collaborative research and development of frontier and key generic technologies. 5.Engage in science park cooperation and give full play to the guiding and clustering role of science parks for deep fusion of science and technology with industry. 6.Facilitate technology transfer by improving platforms and coordination networks to promote integrated regional innovation. 7.Encourage broad participation, multiple investment, joint efforts, and sharing of resources and benefits by businesses, research institutes, universities and other organizations. 8.Build a Belt and Road Community for Innovation, give impetus to national development and form a new landscape for regional innovation cooperation.
