On June 17, 2019, the 23rd Session of the Subcommittee on Science and Technology Cooperation of the Regular Meeting of Chinese Premier and Russian Prime Minister was held in Harbin. Huang Wei, Vice Minister of the Ministry of Science and Technology of China, and Trubnikov, First Deputy Minister of the Ministry of Science and Higher Education of Russia, co-chaired the meeting.
The two sides exchanged views on the preparation of the“China-Russia Year of Scientific and Technological Innovation”. According to the joint statement to upgrade their relations to a comprehensive strategic partnership of coordination for a new era on June 5, the two countries will hold“China-Russia Innovation Year”events in 2020 and 2021 with an effort to strengthen STI cooperation and enhance the STI competitiveness and comprehensive national strengths of both China and Russia.
The two sides agreed to further promote cooperation in mega science, and take an active part in NICA and other mega science projects, and co-sponsor programs in the agreed directions of cooperation; continue to support joint R&D activities by research institutions in priority areas, step up support for joint R&D projects and foster a number of key cooperation projects; formulate a Roadmap for China-Russia Mid- and Long-term Cooperation in Science, Technology and Innovation based on joint research on STI strategies, policies, key tasks and priority directions; enhance exchanges between science and technology talents, especially young scientists, to upgrade the level of talent training and promote “two-way flows” of top talents between the two sides; and encourage and support the establishment of high-level joint laboratories and R&D centers.
After the discussion, the two sides singed the protocol of the meeting.
Within the framework of the meeting, the two sides jointly organized the“China-Russia Scientific and Technological Innovation Day 2019”event. Vice Minister Huang Wei, First Deputy Minister Trubnikov and Vice Governor Cheng Zhiming of Heilongjiang Province addressed the opening ceremony. Representatives of the science and technology communities of both countries shared experience, enhanced mutual understanding and explored practical cooperation opportunities by participating in different programs of the event, including Russia Innovation and Entrepreneurship Exhibition, the China-Russia Fair for Science and Technology Project, and the 5th China-Russia Roundtable on Science & Technology Cooperation and Technology Transfer.
