On September 17, 2021, the 25th regular meeting of the Sub-Committee on Scientific and Technological Cooperation of the China-Russia Prime Minister’s Regular Meeting Committee was held via video link. Vice Minister of Science and Technology Huang Wei and Russian Deputy Minister of Science and Higher Education Bocharova co-chaired the meeting.

 

During the meeting, the two sides exchanged in-depth views on a wide range of topics, including science, technology and innovation (STI) policies, China-Russia Year of Scientific and Technological Innovation, cooperation under the framework of megascience devices, joint R&D projects, China-Russia exhibition, and expansion of promising areas of cooperation.

 

 

Vice Minister Huang pointed out that this year marks the 20th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation. In June, President Xi Jinping and President Vladimir Putin jointly announced the extension of the Treaty in a video meeting, renewing the fine episodes of“good neighbors and true partners”. To follow through on the agreement of the two leaders on“designating 2020 and 2021 as the Year of Scientific and Technological Innovation in each other’s country”, the two sides have continued their work while coping with the pandemic, and achieved positive results under the framework of the Year of Scientific and Technological Innovation, adding new momentum to the China-Russia comprehensive strategic partnership of coordination for a new era. Vice Minister Huang also briefly introduced China‘s STI plan during the 14th Five-Year period, as well as measures to promote science and technology system reform and optimize STI policies.

 

Deputy Minister Bocharova spoke highly of the outstanding contribution of the Sub-Committee on Scientific and Technological Cooperation to the STI cooperation between the two countries over the past 25 years, and expressed Russia’s willingness to work with China to actively implement the joint statement on the 20th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation, and continue to strengthen STI cooperation, support mutually beneficial cooperation in basic science and high-tech fields, promote two-way exchange of personnel, and expand cooperation on innovation.

 

 

After the meeting, the two sides signed the Protocol of the 25th Regular Meeting of the Sub-Committee on Scientific and Technological Cooperation of the China-Russia Prime Minister’s Regular Meeting Committee.

 

Representatives of the Chinese Ministry of Science and Technology, the Chinese Academy of Sciences, the National Natural Science Foundation of China, the Chinese Embassy in Russia, the Russian Ministry of Science and Higher Education, the Russian Ministry of Foreign Affairs, the Russian Academy of Sciences, the Joint Institute for Nuclear Research, the Russian Science Foundation, the Russian Academy of Education, the Russian International Union of Instrument Manufacturing and Information Communication, Russian International Science and Education Project Analysis Center, and the Russian Embassy in China attended the meeting.

 

According to the agreement between the two sides, the 26th regular meeting of the Sub-Committee on Scientific and Technological Cooperation of the China-Russia Prime Minister’s Regular Meeting Committee will be held in Russia in 2022, depending on the situation.
