On the morning of September 15, 2022, the 10th Forum on China-ASEAN Technology Transfer and Collaborative Innovation (hereinafter referred to as the China-ASEAN Innovation Forum) opened in Nanning, Guangxi. It was co-hosted by the Ministry of Science and Technology of the People’s Republic of China and the People’s Government of Guangxi Zhuang Autonomous Region, and organized by the Department of Science and Technology of Guangxi Zhuang Autonomous Region and the China-ASEAN Technology Transfer Center.
Minister Wang Zhigang of the Ministry of Science and Technology delivered a keynote speech by video, and Vice Chairman Xu Xianhui of the Guangxi Zhuang Autonomous Region addressed the opening ceremony on site. ASEAN Secretary-General Lim Jock Hoi and leading officials of the science and technology departments of eight ASEAN countries, including Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Laos, Thailand and Vietnam, delivered keynote speeches by video. The forum this year featured the largest participation of ministerial-level officials from the science and technology departments of China and ASEAN countries.
Wang Zhigang said that China has always regarded ASEAN as a priority partner for international science, technology and innovation cooperation. In recent years, the Chinese Ministry of Science and Technology and relevant departments of ASEAN countries have worked together to promote the China-ASEAN Science and Technology Partnership Program and the Belt and Road Science, Technology and Innovation Cooperation Action Plan. The cooperation between the two sides has produced practical results in science and technology people-to-people exchanges, technology transfer cooperation, joint laboratory construction, science and technology parks and innovation and entrepreneurship cooperation, and contributed to the economic development and livelihood improvement of regional countries.
Wang Zhigang announced that to deliver the pledges made by President Xi Jinping during his important speech at the China-ASEAN Special Summit to Commemorate the 30th Anniversary of China-ASEAN Dialogue Relations in November 2021, the Ministry of Science and Technology has launched the China-ASEAN Science, Technology and Innovation Enhancing Program, and put forward three initiatives: first, deepening people-to-people exchanges and boosting friendship. The ministry will continue to implement signature programs and initiatives such as the Talented Young Scientist Program, the technical training course for developing countries and the innovative talent exchange program, and organize China-ASEAN Innovation and Entrepreneurship Camps with ASEAN to promote regional innovation and prosperity; second, enhancing cooperation on technology transfer and jointly building a prosperous home. The ministry will fully leverage the network channels and catalytic role of the China-ASEAN Technology Transfer Center and enhance technology transfer cooperation with ASEAN; third, expanding joint research and development and building innovation capacity. The ministry will make use of the China-ASEAN Public Health Science and Technology Cooperation Center, the Clean Energy Innovation Cooperation Network, the Joint Research Center on Mariculture, the Cooperative Alliance on Vaccine Research and Development as well as bilateral joint laboratories to help the participating countries bring up scientists and researchers and build innovation capacity. The Chinese Ministry of Science and Technology will, as always, support Guangxi in expanding cooperation channels, creating cooperation highlights, and raising cooperation levels, and support the development of the China-ASEAN Technology Transfer Center, and work with Guangxi to cultivate a highland for China-ASEAN science, technology and innovation cooperation.
This year‘s China-ASEAN Innovation Forum took place in the first year since the launch of the China-ASEAN Comprehensive Strategic Partnership. The forum launched a special China-ASEAN technology transfer initiative, under which 1,000 advanced and applicable technologies for sustainability selected from across the country were published for ASEAN countries. The China-ASEAN Technology Transfer Alliance was officially established. As the first mechanism set up in China for technology transfer cooperation with ASEAN, the alliance will bring together innovation agencies with strong science, technology and innovation capabilities and resources in China to align more effectively with the innovation needs of ASEAN countries. The forum launched the China-ASEAN Innovation and Entrepreneurship Competition and the China-ASEAN Innovation and Entrepreneurship Camp, aiming to make the Competition the most influential, most widely participated and top-quality event for promoting innovation and entrepreneurship in ASEAN, and an open platform for matching resources, generating values and displaying strengths.
With the theme of Explore Science and Technology Cooperation and Build a Prosperous Home, this year’s China-ASEAN Innovation Forum focused on digital technology and health with a rich program, including the Main Forum, the 4th 10+3 Young Scientists Forum, the 19th China-ASEAN Advanced Technology Exhibition, the China-ASEAN Digital Technology Promotion and Matchmaking Meeting, and the Belt and Road Technology Transfer Collaboration Conference. By pooling intellectual resources, facilitating the exchange of ideas and drawing the blueprint of innovation cooperation, the forum made notable contributions to the building of a closer China-ASEAN innovation community.
