On July 27, 2023, Zhang Guangjun, Vice Minister of Science and Technology, met in Beijing with Ms. Wang Binying, Deputy Director General of the World Intellectual Property Organization (WIPO).

Both sides made positive comments on the achievements made in the cooperation between the Ministry of Science and Technology (MOST) and WIPO, and agreed to deepen pragmatic cooperation. Both sides agreed to strengthen cooperation in areas such as innovation performance assessment, personnel exchange, and joint research. They also agreed to establish a joint working group to discuss specific matters.

Dai Gang, Director-General of the Department of International Cooperation at MOST, Sun Jian, Deputy Director-General of the Department of International Cooperation, Liang Yingda, Director-General of the Department of Strategy and Planning, Liu Dongmei, Secretary of the Party Committee of the Chinese Academy of Science and Technology for Development, and Liu Hua, Director of the WIPO Office in China, were present during the meeting.
